IDFA's DAIRY POLICY PROPOSALS
A robust domestic marketplace and growing
international demand for U.S. dairy products provide
an unprecedented opportunity for America's dairy producers
and processors. However, current U.S. dairy policies
are impeding the industry's ability to take full advantage
of this historic opening.
The 2007 Farm Bill is the opportunity for policy makers
to address the regionally divisive Milk Income Loss
Contract program and the Depression-era Dairy Price
Support Program and to help producers better manage
financial risks and respond to pressing environmental
challenges.
In Ensuring a Healthy
U.S. Dairy Industry: A Blueprint for the 2007 Farm Bill,
the International Dairy Foods Association recommends
forward-looking policies that will help the industry
reach its market potential, while contributing to the
nation’s economic and environmental well-being
and providing a sustainable safety net for dairy farms.
This new direction for dairy includes:
- An improved dairy
farmer safety net with direct payments
that are not tied to current production or price
- Revenue insurance
and expanded forward contracting to
enhance farmers’ ability to cope with changes
in prices and output
- A Blue Ribbon Commission to
identify needed improvements in the nation’s
milk pricing system
- Repeal of the dairy
import assessment to enhance long-term
trade prospects
These reforms point the way toward a new generation
of dairy programs that establish a solid foundation
from which today's dairy producers and processors can
build a better future for themselves, their families,
and their communities.
